proporz: Proportional Apportionment

Calculate seat apportionment for legislative bodies with various methods. The algorithms include divisor or highest averages methods (e.g. Jefferson, Webster or Adams), largest remainder methods and biproportional apportionment. Gaffke, N. & Pukelsheim, F.
